A planning group, comprising members of RICA & R.I.Landcare, plus Helene Van Veenendaal, was formed in June 2010. Meetings were chaired by Martin Richardson, Manager, Strategic Planning, East Gippsland Shire Council.
Each aspect of the project had its own leader who gathered volunteers as required.
